1．項(xiàng)目背景
Project background
位于天府國(guó)際空港新城的天府奧體公園，是空港新城發(fā)展的戰(zhàn)略性支撐，同時(shí)也是成都“三城三都”戰(zhàn)略中打造國(guó)際賽事名城的重大項(xiàng)目，是2025年世運(yùn)會(huì)的重要承載地，肩負(fù)著“舉旗”、“引領(lǐng)”的重要?dú)v史使命。
Tianfu Olympic Sports Park, located in Tianfu international new aerotropolis, is a strategic support for the development of new aerotropolis and a major project in Chengdu’s “three cities and three metropolises” strategy to build an internationally famous sports city as well as an important carrier of the World Games in 2025, shouldering the essential historical mission of “raising the flag” and “l(fā)eading”.
國(guó)際會(huì)都島作為成都天府奧體公園三大發(fā)展核心區(qū)域之一，集高端旅游、娛樂(lè)、餐飲、購(gòu)物、演藝、商務(wù)公寓、國(guó)際會(huì)展及特色文化體驗(yàn)等為一體，肩負(fù)承接國(guó)際國(guó)內(nèi)高端會(huì)議、激發(fā)城市商業(yè)活力、呈現(xiàn)山水文化魅力、彰顯公園城市品質(zhì)的重要功能，將作為首批重大項(xiàng)目率先啟動(dòng)實(shí)施。本次國(guó)際征集活動(dòng)旨在征集富有創(chuàng)意、切實(shí)可行的設(shè)計(jì)方案，以最先進(jìn)的理念和國(guó)際一流的水準(zhǔn)，運(yùn)用目前領(lǐng)先的科學(xué)技術(shù)，建設(shè)高標(biāo)準(zhǔn)、高質(zhì)量的綜合體。
As one of the three core development areas of Chengdu Tianfu Olympic Sports Park, International Convention Island integrates high-end tourism, entertainment, catering, shopping, performing arts, business apartments, international convention & exhibition and distinctive cultural experience. It performs important functions such as undertaking the international and domestic high-end conference, stimulating the city business vitality, demonstrating the cultural charm of the mountains and rivers and highlighting the quality of a park city. It will be among the first major projects to be launched. The purpose of this international solicitation is to collect creative and practical designs. We intend to build a complex of high standards and high quality with the most advanced concepts and first-class international standards as well as the leading science and technology.

國(guó)際會(huì)都島位于中國(guó)·四川·成都高新區(qū)（成都天府國(guó)際空港新城）絳溪南片區(qū)天府奧體公園核心區(qū)，緊鄰成都體育學(xué)院及三岔湖，占地面積約1800畝。
2.3 Project location and scale
International Convention Island is located in the core area of Tianfu Olympic Sports Park, south of Jiangxi River, Chengdu high-tech zone (Chengdu Tianfu International Aerotropolis), Sichuan, China, and is close to Chengdu Sports College and Three Fork Lake, covering an area of about 1800 mu.
2.4 征集內(nèi)容
征集工作包含策劃方案、概念規(guī)劃方案設(shè)計(jì)、概念建筑方案設(shè)計(jì)及后續(xù)咨詢(xún)服務(wù)。
2.4 Solicitation content.
The solicitation includes planning scheme, conceptual planning scheme design, conceptual building scheme design and follow-up consulting service.
策劃方案宜包括項(xiàng)目目標(biāo)及定位、產(chǎn)業(yè)策劃、項(xiàng)目包裝、開(kāi)發(fā)評(píng)估、財(cái)務(wù)分析等內(nèi)容；概念規(guī)劃方案設(shè)計(jì)宜包括功能規(guī)模、形態(tài)控制、形象塑造、交通體系、綠化景觀、設(shè)計(jì)導(dǎo)則、場(chǎng)景設(shè)計(jì)等內(nèi)容；概念建筑方案設(shè)計(jì)宜包括總平面布局、開(kāi)放空間和建筑外部形態(tài)、內(nèi)部空間、景觀系統(tǒng)及景觀節(jié)點(diǎn)、綠色智能等內(nèi)容。
The planning scheme should include project objectives and positioning, industrial planning, project packaging, development evaluation and financial analysis, etc.； the conceptual planning scheme design should include function & scale, form control, image shaping, traffic system, green landscape, design guidelines and scene design, etc.； conceptual building scheme design should include general layout, open space and the external form of the building, internal space, landscape system and landscape nodes, green & intelligence and so on.
最終中選設(shè)計(jì)機(jī)構(gòu)需按照征集人要求對(duì)中選概念設(shè)計(jì)進(jìn)行修改、完善等工作，并負(fù)責(zé)完成項(xiàng)目咨詢(xún)和報(bào)規(guī)工作（報(bào)規(guī)設(shè)計(jì)成果應(yīng)滿足《建筑工程設(shè)計(jì)文件編制深度規(guī)定》中方案階段設(shè)計(jì)文件的內(nèi)容和深度要求）。
The finally-selected design institution shall modify and improve the selected conceptual scheme design based on the requirements of the sponsor，and shall be responsible for accomplishing project consultation and submit the conceptual designs to the Planning Bureau for review and approval（The design achievements submitted for review and approval shall meet the requirements of contents and depth in the scheme stage-design document in Regulations on the Preparation Depth of Construction Engineering Design Documents).
3．申請(qǐng)人資格條件要求
Qualifications and requirements for applicants
3.1 國(guó)內(nèi)設(shè)計(jì)機(jī)構(gòu)：作為獨(dú)立申請(qǐng)人的，須具有國(guó)家行政主管部門(mén)頒發(fā)且在有效期內(nèi)的城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)，并具有建筑行業(yè)（建筑工程）甲級(jí)設(shè)計(jì)資質(zhì)或工程設(shè)計(jì)綜合甲級(jí)資質(zhì)。若為港、澳、臺(tái)地區(qū)設(shè)計(jì)機(jī)構(gòu)須在其所在地具有合法營(yíng)業(yè)及設(shè)計(jì)許可；
3.1 Domestic design institutions: An independent applicant shall have a valid class-A qualification in the compilation of urban and rural planning issued by the national competent administrative department and have a construction industry (construction engineering) class-A design qualification or an engineering design comprehensive class-A qualification. Design institutions in Hong Kong, Macao and Taiwan shall have legal business and design permits in their localities；
3.2 國(guó)外設(shè)計(jì)機(jī)構(gòu)：作為獨(dú)立申請(qǐng)人的，須在其所在國(guó)家或地區(qū)具有合法營(yíng)業(yè)及設(shè)計(jì)許可；
3.2 Foreign design institutions: An independent applicant shall have a legal business and design license of the country or region where it is located；
3.3本項(xiàng)目不接受個(gè)人和個(gè)人組合的報(bào)名；
3.3 Individuals and combinations of individuals are not accepted for the program；
3.4滿足要求的設(shè)計(jì)機(jī)構(gòu)可獨(dú)立參與，也可組合成聯(lián)合體參與；
3.4 Design agencies that meet the requirements can participate independently or combine to participate；
3.5組成聯(lián)合體的成員不得超過(guò)3個(gè)，且聯(lián)合體各方不得再次以任何形式參與本次征集活動(dòng)。國(guó)內(nèi)設(shè)計(jì)機(jī)構(gòu)與國(guó)內(nèi)或國(guó)外設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體時(shí)，至少有 1名成員滿足本款3.1條的要求。
3.5 There shall not be more than three members of a consortium, and all parties of the consortium shall not participate in the solicitation in any other form again. If a domestic design institution forms a consortium with a domestic or foreign design institution, at least one member shall meet the requirements under article 3.1 of this paragraph.
4．征集流程
Solicitation flow
本次征集工作分為“公開(kāi)報(bào)名及資格預(yù)審”、“策劃和概念規(guī)劃方案”、“概念建筑方案”及“后續(xù)咨詢(xún)服務(wù)”四個(gè)階段進(jìn)行。
The solicitation consists of four stages: “public registration and prequalification”, “planning and conceptual planning scheme”, “conceptual building scheme” and “follow-up consulting service”.
4.1 征集人對(duì)報(bào)名機(jī)構(gòu)進(jìn)行資格預(yù)審，遴選確定5家設(shè)計(jì)機(jī)構(gòu)進(jìn)入策劃和概念規(guī)劃方案設(shè)計(jì)征集階段，并發(fā)放征集文件和技術(shù)任務(wù)書(shū)。
4.1 The sponsor will prequalify the registered institutions, and select 5 design institutions to enter the stage of planning and conceptual planning scheme for design solicitation, and issue solicitation documents and technical assignment.
4.2 5家入圍策劃和概念規(guī)劃方案的設(shè)計(jì)機(jī)構(gòu)按照技術(shù)任務(wù)書(shū)要求提交成果文件，經(jīng)評(píng)審委員會(huì)評(píng)審選出3個(gè)優(yōu)勝方案，進(jìn)入概念建筑方案設(shè)計(jì)征集階段。
4.2 The five design agencies that have been shortlisted for planning and conceptual planning scheme should submit their outcome in accordance with the specifications of the technical assignment. The three winning schemes will be selected by the Evaluation Committee and enter the stage of conceptual building scheme for design solicitation.
4.3 3家入圍概念建筑方案的設(shè)計(jì)機(jī)構(gòu)按照技術(shù)任務(wù)書(shū)要求提交成果文件，經(jīng)評(píng)審委員會(huì)評(píng)審提交評(píng)審意見(jiàn)，由行政主管部門(mén)確定中選方案。
4.3 The three design agencies that have been shortlisted for conceptual building scheme should submit their outcome in accordance with the specifications of the technical assignment. After the evaluation committee has reviewed and submitted the evaluation opinions, the competent administrative department shall determine the selected scheme.
4.4最終中選設(shè)計(jì)機(jī)構(gòu)需按照征集人要求對(duì)中選概念設(shè)計(jì)進(jìn)行修改、完善等工作，并負(fù)責(zé)完成項(xiàng)目咨詢(xún)和報(bào)規(guī)工作（報(bào)規(guī)設(shè)計(jì)成果應(yīng)滿足《建筑工程設(shè)計(jì)文件編制深度規(guī)定》中方案階段設(shè)計(jì)文件的內(nèi)容和深度要求）。
The finally-selected design institution shall modify and improve the selected conceptual scheme design based on the requirements of the sponsor，and shall be responsible for accomplishing project consultation and submit the conceptual designs to the Planning Bureau for review and approval（The design achievements submitted for review and approval shall meet the requirements of contents and depth in the scheme stage-design document in Regulations on the Preparation Depth of Construction Engineering Design Documents).
5．征集相關(guān)費(fèi)用
Fees related to the solicitation
5.1 5家入圍策劃和概念規(guī)劃方案設(shè)計(jì)機(jī)構(gòu)在提交符合征集文件要求的方案設(shè)計(jì)成果后，每家將分別獲得設(shè)計(jì)補(bǔ)償費(fèi)人民幣120萬(wàn)元（含稅）。
5.1 Each of the three shortlisted design institutions entering the stage of the planning and conceptual planning scheme will receive a design compensation for RMB 1.2 million yuan (including tax) after submitting design outcomes that meet the requirements of solicitation documents.
5.2 3家入圍概念建筑方案設(shè)計(jì)機(jī)構(gòu)在提交符合征集文件要求的方案設(shè)計(jì)成果后，每家將分別獲得設(shè)計(jì)優(yōu)勝獎(jiǎng)金人民幣100萬(wàn)元（含稅）。
5.2 Each of the three shortlisted design institutions entering the stage of conceptual building scheme will receive a design award of RMB 1 million yuan (including tax) after submitting design outcomes that meet the requirements of solicitation documents.
5.3 征集人將與最終中選設(shè)計(jì)機(jī)構(gòu)簽訂咨詢(xún)服務(wù)合同，咨詢(xún)費(fèi)用總計(jì)人民幣1400萬(wàn)元（含稅）。
5.3 The sponsor will sign a consulting service contract with the finally-selected design institution, and the consulting fee will be RMB 14 million yuan in total (including tax).
6．報(bào)名方式
Registration methods
本次征集工作報(bào)名時(shí)間為2019年12月26日9:00至2020年2月5日17:00（北京時(shí)間，下同）。
The registration time of this solicitation is from 9:00 on December 26, 2019 to 17:00 on February 5, 2020 (Beijing time, the same below).
報(bào)名截止時(shí)間前，將填寫(xiě)完整的報(bào)名表（報(bào)名表格式詳見(jiàn)附件1）簽章掃描后以PDF形式（PDF文件應(yīng)按照A4尺寸制作）發(fā)送至指定郵箱：yehe707@163.com向成都科益工程咨詢(xún)有限公司報(bào)名（報(bào)名設(shè)計(jì)機(jī)構(gòu)應(yīng)主動(dòng)聯(lián)系代理機(jī)構(gòu)，確認(rèn)報(bào)名表送達(dá)情況，報(bào)名設(shè)計(jì)機(jī)構(gòu)自行承擔(dān)報(bào)名資料通過(guò)電子郵件傳送過(guò)程發(fā)生的意外事件導(dǎo)致的報(bào)名資料未及時(shí)送達(dá)可能造成的風(fēng)險(xiǎn)，在截止時(shí)間以后收到的報(bào)名將被拒絕）。
Before the registration deadline, please scan the completed application form (see annex 1 for the format) and send it in PDF format (PDF documents should be in A4 size)) to the designated email address: yehe707@163.com to register with Chengdu Keyi Engineering Consulting Co., LTD. (The design institution should contact the agent to confirm the delivery of the application form. The registration design institution shall also bear the risk that the registration information is not delivered in time due to any unexpected event during the transmission by E-mail. Entries received after the deadline will be rejected.)
7．資格預(yù)審文件的獲取

成都科益工程咨詢(xún)有限公司將在資格預(yù)審申請(qǐng)人報(bào)名后的1個(gè)工作日內(nèi)將資格預(yù)審文件電子版發(fā)送至報(bào)名的資格預(yù)審申請(qǐng)人的預(yù)留郵箱。
Chengdu Keyi Engineering Consulting Co., LTD. will send the electronic version of the prequalification documents to the reserved mailbox of the applicants within 1 workday after the prequalification applicants register.
