一、項(xiàng)目說(shuō)明 Project Overview

深圳北站商務(wù)中心區(qū)位于深港發(fā)展中軸上，是深圳未來(lái)的新中心區(qū)，也是深圳市重點(diǎn)發(fā)展片區(qū)之一，擔(dān)負(fù)著引領(lǐng)經(jīng)濟(jì)轉(zhuǎn)型、促進(jìn)城市功能和社會(huì)水平全面提升的使命。未來(lái)，片區(qū)將集聚世界級(jí)企業(yè)，吸引全球人才，力求打造國(guó)際化的環(huán)境品質(zhì)和城市形象。16街坊緊鄰北站東廣場(chǎng)，是北站商務(wù)中心區(qū)最標(biāo)志性的門(mén)戶(hù)地區(qū)，高標(biāo)準(zhǔn)高水平的落實(shí)片區(qū)規(guī)劃建設(shè)對(duì)樹(shù)立新一代世界級(jí)商務(wù)中心區(qū)的標(biāo)桿形象、引導(dǎo)北站商務(wù)中心區(qū)的有序開(kāi)發(fā)具有重大意義。
Located in the Shenzhen-Hong Kong development axis，Shenzhen North Station Business Center is Shenzhen’s new central area, as well as one of the key development area that will be responsible for the economic restructure and promotion of urban functions and social level. In the future, it will gather world-class enterprises attracting global talents, and strive to build an international quality environment and image of the city. Close to the North Station East Plaza, Block 16 is the supercity gateway of the North Station Business Center, so high-standard planning and construction is very significant for the benchmark image of a new world -class business center , as well as for the orderly development of the North Station Business Center.
按照以上工作目標(biāo)，需開(kāi)展深圳北站商務(wù)中心區(qū)超級(jí)城市門(mén)戶(hù)地區(qū)城市設(shè)計(jì)暨標(biāo)志性建筑概念建筑方案設(shè)計(jì)競(jìng)賽，誠(chéng)邀具備中心區(qū)城市設(shè)計(jì)或超高層建筑建筑設(shè)計(jì)經(jīng)驗(yàn)的建筑設(shè)計(jì)機(jī)構(gòu)為片區(qū)建設(shè)出謀劃策，借鑒學(xué)習(xí)國(guó)內(nèi)外各大商業(yè)中心區(qū)建設(shè)的先進(jìn)經(jīng)驗(yàn)，面向全球征集最具創(chuàng)意與國(guó)際視野的建筑設(shè)計(jì)方案，高水平高標(biāo)準(zhǔn)落實(shí)北站商務(wù)中心區(qū)門(mén)戶(hù)地區(qū)標(biāo)志性建筑規(guī)劃建設(shè)，打造深圳北站商務(wù)中心區(qū)的新名片。
Therefore，it is necessary to organize the Competition for the Urban Design of Shenzhen North Station CBD & Architecture Conceptual Design of Landmark Building(s), inviting the experienced architects to mastermind the area’s construction and make use of the experience of advanced design from domestic and overseas. It will be a public competition to gather the world’s most creative architectural design, to design and construct North Station Business Center with high standards, in order to create an iconic commercial center for Shenzhen North Station.
1.4 競(jìng)賽目的 Competition Purpose
本次競(jìng)賽是在現(xiàn)有城市設(shè)計(jì)整合的基礎(chǔ)上，征集與深圳北中心相匹配的城市空間形象和標(biāo)志性地塊建筑設(shè)計(jì)方案，為該片區(qū)的土地出讓、建筑設(shè)計(jì)提供科學(xué)合理依據(jù)。
Based on the integration of the existing urban design, the competition is to collect urban and architectural designs that match the image of North Station CBD, as well as to provide a scientific and rational basis for the land leasing and architectural design.
二、競(jìng)賽規(guī)則 Competition Rules
本次競(jìng)賽工作分為兩個(gè)階段進(jìn)行：第一階段為公開(kāi)報(bào)名及資格預(yù)審階段；第二階段為設(shè)計(jì)競(jìng)賽階段。
The competition will be undertaken by 2 stages: Stage 1 Application &Prequalification, Stage 2 Scheme Design& Review.
2.1 第一階段-報(bào)名及資格預(yù)審 Stage 1 Application &Prequalification
2.1.1 競(jìng)賽方式及報(bào)名條件 Application
1）本次競(jìng)賽采用公開(kāi)報(bào)名的方式，境內(nèi)外具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的獨(dú)立注冊(cè)的設(shè)計(jì)機(jī)構(gòu)均可報(bào)名參加。允許聯(lián)合體報(bào)名，聯(lián)合體成員不得超過(guò)三家，聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加此次競(jìng)賽。不接受個(gè)人及個(gè)人組合的報(bào)名；
The competition will be open to the public and those independent registered companies who have relevant design experiences can register for it. Joint design participation is allowed with no more than 3 group members. No individual application or individual combination is accepted.
2）有類(lèi)似設(shè)計(jì)（中心區(qū)城市設(shè)計(jì)或超高層建筑設(shè)計(jì)）經(jīng)驗(yàn)的團(tuán)隊(duì)將優(yōu)先考慮；
Applicants with similar experiences in urban design for central district or high-rise building design will be given priority.
3）參與本次咨詢(xún)活動(dòng)的規(guī)劃設(shè)計(jì)人員應(yīng)為該設(shè)計(jì)機(jī)構(gòu)的在冊(cè)人員，首席設(shè)計(jì)師須由主持過(guò)多個(gè)同類(lèi)型項(xiàng)目的人員擔(dān)任，且必須直接參與競(jìng)賽全過(guò)程。為了保證項(xiàng)目規(guī)劃設(shè)計(jì)人員對(duì)中國(guó)地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，項(xiàng)目規(guī)劃設(shè)計(jì)人員中應(yīng)至少有一名通曉漢語(yǔ)的人士；
Designers participating in this competition must be registered personnel of the firm. The chief designer must be those who have presided over several similar projects, and must be involved in the entire design. In order to make sure that the project designers have a correct understanding of the background of China and relevant requirements, it should also involve at least 1 teammate with proficient Chinese language skills.
4）報(bào)名的設(shè)計(jì)單位根據(jù)競(jìng)賽文件要求提供資格預(yù)審材料。
The applicants should submit the prequalification documents in accordance with the competition file.
2.1.2 資格預(yù)審 Prequalification Review
主辦方將依法組建資格預(yù)審委員會(huì)，由資格預(yù)審委員會(huì)對(duì)報(bào)名單位的公司資格、業(yè)績(jī)、擬投入項(xiàng)目的團(tuán)隊(duì)、工作方案等資格預(yù)審文件（詳見(jiàn)三、資格預(yù)審文件的組成）進(jìn)行評(píng)選，評(píng)選出5家入圍的參賽單位進(jìn)入第二階段的設(shè)計(jì)競(jìng)賽階段。同時(shí)再評(píng)選出2家備選參賽單位（須排序），如前5家入圍的參賽單位退出第二階段競(jìng)賽的，則備選參賽單位依序替補(bǔ)。
The organizer will set up the prequalification review jury accordingly and the jury will review on the applicants’ company qualifications, achievements, design team, work program and etc. And they will select 5 namelisted competitors for Stage 2 and 2 alternatives in order who will enter the competition by order if any of the 5 competitors quit.
2.1.3 5家入圍參賽單位應(yīng)按時(shí)提交《參賽確認(rèn)函》。已報(bào)名未入圍的且符合報(bào)名要求的設(shè)計(jì)單位, 如愿自愿參賽（無(wú)設(shè)計(jì)補(bǔ)償費(fèi)），可在預(yù)審公告發(fā)布后3日內(nèi)向業(yè)主提交正式的《參賽確認(rèn)函》，以確認(rèn)參賽。 自愿參賽的設(shè)計(jì)單位取得主辦方確認(rèn)后仍可參加下一階段競(jìng)賽，并在評(píng)審過(guò)程中采用一致的評(píng)審方式。
The 5 competitors will submit the Participation Confirmation Letter on time. Other qualified applicants could still participate in the competition by submitting the Participation Confirmation Letter 3 days after the notice of the prequalification result and they will be treated the same in the scheme review.
2.1.4 若遞交《參賽確認(rèn)函》的參賽單位因非不可抗力因素中途退出或最終放棄參賽，主辦方有權(quán)在今后拒絕該參賽單位參加主辦方其他任何建設(shè)項(xiàng)目的競(jìng)賽。
After submitting the Participation Confirmation Letter, if any competitor has withdrawn eventually due to non-force majeure, the organizers have the right to refuse their participation in any other project.
2.2 第二階段－設(shè)計(jì)競(jìng)賽階段 Stage 2 Scheme Design& Review
2.2.1 參賽單位提交符合設(shè)計(jì)任務(wù)書(shū)要求的成果文件，由方案評(píng)審委員會(huì)采用記名投票法進(jìn)行評(píng)審，選出排序的前二名，并對(duì)這二名參賽單位的方案提出優(yōu)化意見(jiàn)。
All the competitors should submit the deliverables according to the design brief. And the scheme review jury will select the top 2 winners and provide advice for optimization.
2.2.2 第一名為優(yōu)勝單位，將負(fù)責(zé)競(jìng)賽后的城市設(shè)計(jì)整合工作，須集各競(jìng)標(biāo)方案所長(zhǎng)，組織開(kāi)展不少于3次的工作坊，形成各方認(rèn)可的設(shè)計(jì)方案，并轉(zhuǎn)化成地塊招拍掛出讓控制導(dǎo)則。第二名獲獎(jiǎng)單位須派主創(chuàng)設(shè)計(jì)師參加第一名優(yōu)勝單位開(kāi)展的成果整合工作坊（至少3次），配合完成該競(jìng)賽的成果整合。
The 1st prize winner should complete the urban design integration work, gathering all the good points of each deliverable through more than 3 workshop meetings. And the final design scheme should be approved by all related parties and becomes urban design guidelines for the land development. The 2nd prize winner should coordinate with the 1st prize winner to complete the urban design integration work and the chief designer should participate in at least 3 workshop meetings held by the 1st prize winner.
2.2.3 每家參賽單位只允許提交一份設(shè)計(jì)成果。
Each competitor can submit one scheme only.
三、資格預(yù)審文件的組成 Prequalification Requirements
3.1資格預(yù)審文件的組成 Prequalification Document：
1）報(bào)名表（詳見(jiàn)附件1）；
Application Form
2）設(shè)計(jì)機(jī)構(gòu)簡(jiǎn)介
Company profile
3）有效的營(yíng)業(yè)執(zhí)照（或商業(yè)登記證明）復(fù)印件；
Business license (Duplicate； affixed with company seal)；
4）企業(yè)資質(zhì)證明文件或獲獎(jiǎng)文件（復(fù)印件，加蓋公章）（如有）；
Qualification certifications or professional awards (Duplicate； affixed with company seal)；
5） 報(bào)名單位、主創(chuàng)設(shè)計(jì)師近五年類(lèi)似項(xiàng)目證明文件（類(lèi)似項(xiàng)目不超過(guò)5個(gè)），并提供以下證明材料：
Information on similar projects(no more than 5) of the company and the chief designer shall include:
a) 優(yōu)勝獎(jiǎng)通知書(shū)或設(shè)計(jì)合同蓋章簽字頁(yè)復(fù)印件；
Photocopy of the Bid Winning Notification Letter or the stamped page of the design contract
b) 設(shè)計(jì)作品的相關(guān)照片或效果圖；
As-built photos of the completed projects and renderings of the projects under construction
c) 設(shè)計(jì)作品的委托方的有效辦公電話(huà)及聯(lián)系人等相關(guān)證明材料。
Valid contact of the project clients
6）本項(xiàng)目主創(chuàng)設(shè)計(jì)師及設(shè)計(jì)團(tuán)隊(duì)情況介紹，需提供：主創(chuàng)設(shè)計(jì)師及設(shè)計(jì)團(tuán)隊(duì)人員簡(jiǎn)介、個(gè)人職業(yè)資質(zhì)證明文件；
Provide a profile of the design team and chief designer for the project. Provide necessary qualification documents of each team member
7）工作方案：如獲勝以后擬參與本項(xiàng)目設(shè)計(jì)的團(tuán)隊(duì)人員名單、團(tuán)隊(duì)合作模式及設(shè)計(jì)周期等工作安排；
Work program: provide a team member list, team cooperation model and design period and other work arrangements if winning the competition ；
8）法人代表證明、法人代表授權(quán)委托書(shū)（原件，加蓋公章或簽字）、委托人身份證（復(fù)印件，加蓋公章）；
Certification of legal representative, and power of attorney from legal representative(Original； affixed with company seal), and ID card of the authorized person (Duplicate； affixed with company seal)；
9）以設(shè)計(jì)聯(lián)合體名義報(bào)名的應(yīng)提交所有聯(lián)合體設(shè)計(jì)機(jī)構(gòu)共同簽署的“設(shè)計(jì)聯(lián)合體協(xié)議書(shū)”（詳見(jiàn)附件2），并明確牽頭設(shè)計(jì)的主體單位（正本，加蓋公章）；
Joint design group should submit the Joint Design Agreement jointly signed by all the members, and specify the leading party (Original； affixed with company seal)；
10）其他參賽單位認(rèn)為有必要提供的材料；
Other information that is deemed helpful by the design firms.
☆參賽申請(qǐng)人如為聯(lián)合體，成員單位需分別提供上述資料、填寫(xiě)報(bào)名表；以上所有資料均需加蓋單位公章或簽字。
For the joint design group, members should submit the above information separately. All the information should be signed and stamped.
3.2 資格預(yù)審文件的編制 Edition of Prequalification Documents
1) 以上的內(nèi)容裝訂成冊(cè)，并列目錄。文本A4尺寸，一式5套，加蓋公章；
All the contents mentioned above should be bound with a catalog, A4 size, 5 copies with official stamp on.
2)以上文件的電子文檔拷貝到U盤(pán)并與文本一并提交。；同時(shí)發(fā)送到competition@ehow.net.cn；
All the contents mentioned should burned into a memory stick and submitted with the booklets, and sent to competition@ehow.net.cn.
3）提交的文件應(yīng)遵循環(huán)保原則，避免過(guò)度包裝，文本頁(yè)數(shù)不得超過(guò)50頁(yè)（含雙面打�。�。
The deliverable should follow the principle of environmental protection and avoid excessive packaging, no more than 50 pages.
參賽單位須將上述要求的資料于2017年6月2日15:00點(diǎn)前送往深圳市龍華區(qū)玉龍路玉龍學(xué)校生活樓三樓深圳北站商務(wù)中心區(qū)規(guī)劃建設(shè)指揮部辦公室，收件人：溫小姐 聯(lián)系電話(huà)：13760133656。主辦單位在提交截止時(shí)間以后收到的資格預(yù)審文件，將被拒絕并退回給申請(qǐng)人。
The applicants should submit the above material to : The Planning and Construction Bureau of Shenzhen North Station CBD， receiver： Daisy， tel：13760133656.
The overdue deliverables will be returned.
四、競(jìng)賽日程安排（待定）Competition Agenda
☆ 所有時(shí)間均以北京時(shí)間為準(zhǔn)，主辦方保留調(diào)整日程安排的權(quán)利。
All the time mentioned is Beijing time. The organizer preserves the right to adjust the schedule.
五、資格預(yù)審原則／細(xì)則 Prequalification Review Principles/Rules
5.1 主辦方依法組建資格預(yù)審委員會(huì)，成員由4名國(guó)內(nèi)外著名專(zhuān)家學(xué)者（專(zhuān)業(yè)為城市規(guī)劃、建筑設(shè)計(jì)等）及1名主辦方代表組成。
The organizers will set up the prequalification jury accordingly. It will be made up by 4 well-known experts and 1client representative.
5.2 資格預(yù)審委員會(huì)由評(píng)審主席主持評(píng)審工作，評(píng)審主席通過(guò)推舉產(chǎn)生，在評(píng)審中與其他成員有同等表決權(quán)；具體評(píng)審細(xì)則由資格預(yù)審委員會(huì)確定。
The chairman of the jury will chair the review and share the same right as the other jurors. Detailed review rules will be decided by the jurors.
5.3 資格預(yù)審原則 Prequalification Review Principles
本次資格預(yù)審將按以下原則進(jìn)行評(píng)審：

5.4資格預(yù)審辦法 Prequalification Review Method
使用記名投票的方法，選出5家入圍的參賽單位，同時(shí)再評(píng)選出2家備選參賽單位（須排序），如前5家入圍的參賽單位退出第二階段競(jìng)賽的，則備選參賽單位依序替補(bǔ)。
Use open votes to select 5 competitors to enter STAGE 2 as well as 2 alternatives who will enter the competition by order if any of the 5 competitors quit.
六、方案評(píng)審原則／細(xì)則 Scheme Review Principles/Rules
6.1主辦方依法組建方案評(píng)審委員會(huì)，成員由5名國(guó)內(nèi)外著名專(zhuān)家學(xué)者（專(zhuān)業(yè)為城市規(guī)劃、建筑設(shè)計(jì)等）及2名主辦方代表組成。方案評(píng)審委員會(huì)由評(píng)審主席主持評(píng)審工作。在評(píng)審中與其他成員有同等表決權(quán)；具體評(píng)審細(xì)則由方案評(píng)審委員會(huì)確定。
The organizers will set up the scheme review jury accordingly. It will be made up by 5 well-known experts and 2 client representatives. And the chairman of the jury will chair the review and share the same right as the other jurors. Detailed review rules will be decided by the jurors.
6.2本輪競(jìng)賽采用明標(biāo)的方式進(jìn)行評(píng)審，即參賽單位進(jìn)行現(xiàn)場(chǎng)匯報(bào)（須由參賽單位的主創(chuàng)設(shè)計(jì)師匯報(bào)方案并回答評(píng)委的疑問(wèn)，具體匯報(bào)細(xì)節(jié)要求屆時(shí)將統(tǒng)一通知）。評(píng)審過(guò)程中發(fā)現(xiàn)的問(wèn)題和產(chǎn)生的糾紛，由評(píng)委會(huì)討論并由評(píng)委會(huì)主席裁決。
All the competitors will give a presentation on their schemes and answer questions of the jurors. Any problems and disputes arising during the review will be discussed by the jury and verdict by the chairman.
6.3 設(shè)計(jì)成果要求 Deliverables
6.3.1設(shè)計(jì)成果必須符合中華人民共和國(guó)、廣東省及深圳市有關(guān)城市規(guī)劃與城市設(shè)計(jì)規(guī)章和規(guī)范性文件的規(guī)定要求，滿(mǎn)足競(jìng)賽文件的要求，內(nèi)容表達(dá)必須做到完整、清晰、準(zhǔn)確。
The deliverable must meet the requirements of the urban planning and urban design regulations and regulatory documents of the People’s Republic of China, Guangdong Province and Shenzhen City as well as the competition file. The content must be complete, clear and accurate.
6.3.2設(shè)計(jì)成果必須經(jīng)參賽單位或設(shè)計(jì)聯(lián)合體簽章方為有效。參賽單位應(yīng)在一份完整的設(shè)計(jì)成果正本文件的封底背后右下角標(biāo)明設(shè)計(jì)機(jī)構(gòu)名稱(chēng)，由設(shè)計(jì)機(jī)構(gòu)蓋章，并單獨(dú)封裝。
The deliverable should be officially signed and stamped on the bottom right corner on the back of the booklet.
6.3.3所有設(shè)計(jì)成果（詳見(jiàn)“設(shè)計(jì)任務(wù)書(shū)”的設(shè)計(jì)成果要求）必須按時(shí)一次交齊，并由承辦單位出具回執(zhí)。
The required deliverable should be submitted in one time and the organizer will issue a receipt.
6.3.4 所有設(shè)計(jì)成果須在規(guī)定截止時(shí)間前送至或郵至主辦單位指定地點(diǎn)（具體地點(diǎn)將另行通知）。
The deliverables should be due on time and the specific place will be noted ahead.
6.4 方案評(píng)審辦法：方案評(píng)審專(zhuān)家委員會(huì)采用逐輪淘汰的記名投票法，專(zhuān)家充分討論，投票選出排序的前二名。
Scheme review method： Scheme review jurors will fully discuss all the deliverables and decide the top 2 winners through open vote.
七、獎(jiǎng)金及有關(guān)費(fèi)用 Bonus & Compensation
7.1 獎(jiǎng)金 Bonus
凡獲得前二名的設(shè)計(jì)單位，將獲得如下優(yōu)勝獎(jiǎng)金：
The top 2 competitors will get certain bonus:
第一名將獲得獎(jiǎng)金150萬(wàn)元人民幣。此費(fèi)用含競(jìng)賽后的城市設(shè)計(jì)整合工作。整合應(yīng)須集各競(jìng)標(biāo)方案所長(zhǎng)，組織開(kāi)展不少于3次的工作坊，形成各方認(rèn)可的設(shè)計(jì)方案，并轉(zhuǎn)化成地塊城市設(shè)計(jì)導(dǎo)則。成果需達(dá)到設(shè)計(jì)導(dǎo)則的深度要求，并需獲得主辦單位的確認(rèn)。
The 1st prize winner will get RMB1,500,000 as bonus. And the fee includes the urban design integration work. Integration should gather all the good points of each deliverable through more than 3 workshop meetings. And the final design scheme should be approved by all related parties and becomes urban design guidelines for future land development. The result should meet the depth requirements of the design guidelines and approved by the clients and the organizers.
第二名將獲得獎(jiǎng)金50萬(wàn)元人民幣。此費(fèi)用含該競(jìng)賽成果整合的配合工作。該優(yōu)勝單位須派主創(chuàng)設(shè)計(jì)師參加第一名優(yōu)勝單位開(kāi)展的成果整合工作坊（至少3次），配合完成該競(jìng)賽的成果整合。
The 2nd prize winner will get RMB500,000 as bonus. And the fee includes the coordination with the 1st prize winner to complete the urban design integration work. The chief designer should participate in at least 3 workshop meetings held by the 1st prize winner.
7.2 設(shè)計(jì)補(bǔ)償費(fèi) Compensation
5家入圍參賽單位在提交符合競(jìng)賽文件要求的成果后，將分別獲得40萬(wàn)元人民幣設(shè)計(jì)補(bǔ)償費(fèi)。除5家入圍的參賽單位以外，自愿參賽的單位沒(méi)有設(shè)計(jì)補(bǔ)償費(fèi)，自愿參賽的單位如進(jìn)入前二名可獲得相應(yīng)獎(jiǎng)金。
After submitting the qualified deliverables, the 5 competitors each will get RMB400,000. Those voluntary participants won’t get any compensation and they will get certain bonus if they enter top 2.
7.3 獎(jiǎng)金及有關(guān)費(fèi)用的支付 Payment
本次競(jìng)賽的獎(jiǎng)金及設(shè)計(jì)補(bǔ)償費(fèi)均以人民幣支付，所獲獎(jiǎng)金和設(shè)計(jì)補(bǔ)償費(fèi)等產(chǎn)生的任何稅金由參賽單位自理，須提供符合主辦方要求的中國(guó)國(guó)內(nèi)完稅發(fā)票。相關(guān)費(fèi)用在最終競(jìng)賽結(jié)果公示結(jié)束后開(kāi)始辦理支付手續(xù)。
Bonus and compensation start to be paid by RMB after the notice of the winner. The fee includes taxes and the competitors should provide China’s duty-paid invoice.
國(guó)外設(shè)計(jì)機(jī)構(gòu)若無(wú)法使用本機(jī)構(gòu)帳戶(hù)收取人民幣的，須與主辦方簽訂三方支付協(xié)議并授權(quán)國(guó)內(nèi)合法獨(dú)立法人代收款項(xiàng)，因此產(chǎn)生的稅費(fèi)由設(shè)計(jì)單位自行負(fù)責(zé)。
Foreign firms can authorize a local independent legal entity to receive the payments on their behalf if they cannot receive RMB on their corporate account，therefore, the correlative tax shall be responsible by the foreign firms themselves。
7.4 其他 Others
參賽單位參加本次競(jìng)賽的所有費(fèi)用（含差旅住宿費(fèi)）均自行承擔(dān)。
All related expenses such as the travelling expense will be covered by the participants themselves.
如方案評(píng)審委員會(huì)認(rèn)為參賽單位提交的成果文件未達(dá)到本次競(jìng)賽設(shè)計(jì)工作深度及要求的，主辦方將不予支付其設(shè)計(jì)補(bǔ)償費(fèi)。
If the jury considers that the deliverables submitted don’t meet the depth and requirements of the competition file, the clients or organizers won’t pay any compensation fee.
