2、項(xiàng)目背景 Project Background
碧桂園·森林城市，位于地處馬來(lái)西亞與新加坡的交界，河流出�？谔帲嫉孛娣e近20平方公里，是碧桂園集團(tuán)集聚24年的開發(fā)經(jīng)驗(yàn)和綠色理念，聯(lián)合國(guó)際專業(yè)團(tuán)隊(duì)，共同打造的一座生態(tài)智慧之城。
Country Garden﹒Forest City, situated at the mouth of the river near the borderof Malaysia and Singapore, is spanning about 20 square kilometers and willbe an ecological and smart city created by Country Garden with its 24 years’development experience and green concept joining hands with an internationalelite team.
“森林城市”全島填海而成，項(xiàng)目毗鄰馬來(lái)西亞生態(tài)濕地、世界第二大紅樹林保護(hù)區(qū) (近萬(wàn)畝),水質(zhì)純凈，空氣清新，更以數(shù)十公里海岸線，成為全球向往的宜居樂(lè)土。
Forest City is a reclaimed land from sea neighboring to Malaysiaecological wetland and the world’s second largest mangrove forest reserves(about 10,000 acres) and stretches tens of kilometers’ coastlines, thusbecoming a global habitable land of clean water and air.
目前，位于一號(hào)島的銷售中心，交通中心，漁人碼頭等項(xiàng)目已經(jīng)建設(shè)完成，森林城市大酒店的建設(shè)將于年底完成，周邊地塊的建設(shè)工作迫在眉睫。
綜上，為指導(dǎo)森林城市下一步的建設(shè)工作，碧桂園集團(tuán)特向全球公開征集地標(biāo)建筑設(shè)計(jì)方案，實(shí)現(xiàn)森林城市的建設(shè)理念。
Byfar, some projects like the sales center, transportation center, fisherman’swharf have been finished, Forest City hotel is to be done at the end of thisyear, and construction of surrounding lands are around the corner. Therefore,Country Garden Group is open to the public for the architectural design oflandmark building embodying the concept of forest city so as to further nextconstruction works.
3、競(jìng)賽目的 Competition Goal
本次競(jìng)賽工作是指導(dǎo)森林城市未來(lái)發(fā)展，提升土地使用效率，提升空間品質(zhì)和環(huán)境品質(zhì)的戰(zhàn)略行動(dòng)，旨在達(dá)成下述三個(gè)目標(biāo)：
This competition is an act strategized to guide the future of forestcity, improve the efficiency of land use and enhance the quality of space and environment.It aims to accomplish the following three objectives.
3.1實(shí)施立體交通理念，強(qiáng)化交通中心，軌道交通的連接，實(shí)現(xiàn)TOD開發(fā)模式。
To implement the concept ofthree-dimensional transportation, emphasize the connection of transit centerand rail transit, and realize the mode of TOD.
3.2發(fā)揮規(guī)劃統(tǒng)籌作用，以國(guó)際一流的規(guī)劃水平引導(dǎo)地塊公共空間的建設(shè)。
To give the full play to therole of internationally first-class planning directing the construction ofpublic spaces.
3.3建立城市地標(biāo)，樹立生態(tài)型城市地標(biāo)建設(shè)示范作用。
To set the landmark building as an example in the construction of anecological city.
4、競(jìng)賽任務(wù)書 Competition Brief
本次地標(biāo)建筑競(jìng)賽設(shè)計(jì)范圍為A、B地塊，占地8.9公頃，同時(shí)需對(duì)A,B,C,D四地塊進(jìn)行城市設(shè)計(jì)研究，城市設(shè)計(jì)研究范圍24.0公頃，設(shè)計(jì)內(nèi)容包括明確地塊總體目標(biāo)和引導(dǎo)策略，建立穩(wěn)定、可持續(xù)的城市空間發(fā)展框架。結(jié)合區(qū)域發(fā)展，城市發(fā)展的戰(zhàn)略要求，明確地塊的群體組合，多種交通聯(lián)系，空間結(jié)構(gòu)，功能板塊，空間形態(tài)，形成總體藍(lán)圖框架和空間規(guī)劃方案，為后續(xù)建筑設(shè)計(jì)奠定目標(biāo)方向及基礎(chǔ)設(shè)計(jì)條件。
概念建筑設(shè)計(jì)：設(shè)計(jì)為標(biāo)志性極強(qiáng)的綜合建筑群，要求創(chuàng)意新穎，個(gè)性鮮明，自然生態(tài)，濱海建筑，簡(jiǎn)潔大氣，在體現(xiàn)時(shí)代特性的同時(shí)需與周邊建筑及地貌環(huán)境和諧共生。
Thiscompetition includes the design of plot A and B totaling 8.9 hectares and urbandesign research of plot A, B, C and D totaling 24.0 hectares. The design shouldclearly describe and define the overall objective and guiding strategy, buildup a stable and sustainable urban space development framework, specify thearchitectural groups, interconnection of different transportation, spatialstructure, functions and forms to the strategic requirement of regional andurban development, develop a master blueprint framework and spatial planningscheme so as to set up a clear target and basis for follow-up architecturaldesign.
Conceptualdesign: a building complex incorporated with extremely iconic, creative,unique, ecological, coastal, concise idea and co-existent in good harmony withperipheral buildings and landforms.
5、設(shè)計(jì)依據(jù) Design Basis

6、基本規(guī)則 Basic Rules
本次工作為突出規(guī)劃的開放性、科學(xué)性和務(wù)實(shí)性，采用公開競(jìng)賽的方式，通過(guò)競(jìng)賽機(jī)制由專業(yè)評(píng)審團(tuán)選出優(yōu)勝團(tuán)隊(duì)。
To be open, scientific and practical, this open competition will beevaluated by a professional team and selected out the winning teams.
6.1 競(jìng)賽注冊(cè) Registration
參賽在網(wǎng)站注冊(cè)，取得基礎(chǔ)資料。
Competition participants will register on the specified website to get basic materials .
6.2 正式競(jìng)賽 Contents
設(shè)計(jì)單位編制競(jìng)賽成果。城市設(shè)計(jì)：包括但不限于地塊內(nèi)外空間的交通銜接，群體關(guān)系，慢行系統(tǒng)設(shè)計(jì)，軌道站點(diǎn)用地布局，地面空間等。概念建筑設(shè)計(jì)：包括但不限于建筑設(shè)計(jì)總平面，平、立、剖面圖，綠色建筑設(shè)計(jì)分析圖，效果圖：包含總體鳥瞰圖、建筑人視點(diǎn)透視圖（不少于2幅）、重點(diǎn)空間室內(nèi)透視圖（表達(dá)重要的公共空間）。
All the participating design units will need to develop the urbandesign to include but not limited to: connection of transportation inside andoutside the land, group relations, non-motorized transportation system, landlayout of rail transit stations, over-ground space and etc.； conceptual architecturaldesign to include but not limited to: architectural master layout plan, plan,section and elevation drawings, and design analysis diagram of green buildings；renderings to include: overall aerial view, perspective of buildings and people(no less than two drawings), perspective of key space’s interior (expression ofimportant public space).
6.3 承辦單位組織召開專家評(píng)審會(huì)。評(píng)選出專業(yè)組：一等獎(jiǎng)1名，二等獎(jiǎng)2名，三等獎(jiǎng)3名，學(xué)生組：優(yōu)秀獎(jiǎng)2名，入圍獎(jiǎng)4名。
Undertaking unit will organize expert review meeting to select onewinner of first prize, two winners of second prize and three winners of thirdprize from professional candidates, two winners of excellent prizes and fourwinners of participating prize from students’ team.
7、報(bào)名方法Registration
報(bào)名的團(tuán)隊(duì)在網(wǎng)站“報(bào)名競(jìng)賽”版塊上注冊(cè)，報(bào)名文件被確認(rèn)后將收到資料下載密碼，得到完整的基礎(chǔ)資料及基地照片。
All teams shall register online and receive complete package of basicmaterials and photo references after application being confirmed.
8、日程安排 Timetable
2016年8月13日，競(jìng)賽新聞發(fā)布會(huì)于北京進(jìn)行（點(diǎn)擊綠字可了解發(fā)布會(huì)詳情）。

9、設(shè)計(jì)成果要求 Requirements on Deliverables
9.1設(shè)計(jì)成果參照馬來(lái)西亞當(dāng)?shù)氐脑O(shè)計(jì)要求規(guī)定，內(nèi)容表達(dá)必須做到完整、清晰、準(zhǔn)確。
Deliverables should refer tolocal design regulations of Malaysia and be complete, clear and accurate in allaspects.
9.2設(shè)計(jì)成果，必須符合任務(wù)書要求，按時(shí)（北京時(shí)間）在網(wǎng)站提交。
Deliverables should be donein conformance with design brief and submitted online on Beijing time.
9.3競(jìng)賽設(shè)計(jì)成果提交為暗標(biāo)形式，如提交作品上有任何信息顯示參賽者身份信息，將作為廢標(biāo)處理。所有參賽作品均以電子檔形式，通過(guò)競(jìng)賽官網(wǎng)在線提交，包含以下兩個(gè)文件。
Deliverables shall besubmitted in closed bid with no disclosure of competitor’s information, or elseit will be annulled. All deliverables should be submitted online in electronicversion and include the following two documents:

Entry Deliverables
9.4設(shè)計(jì)作品規(guī)格：每項(xiàng)作品須由2 幅展板組成，1189mmx841mm (A0 尺寸), 像素不低于300dpi, 格式為JPG。展板版面橫向排版。
The design works shall bedisplayed in landscape mode on two panels with each scaled as 1189mm x 841mm(A0) and the photo should be no lower than 300 dpi in JPG format.
9.5展板內(nèi)容：內(nèi)容以充分表達(dá)作品創(chuàng)作意圖的平面圖，空間平、立、剖面圖，效果圖、分析圖等以及相關(guān)設(shè)計(jì)說(shuō)明等，比例不限。
圖紙上不能有任何顯示任何參賽者的信息，如有發(fā)現(xiàn)將作為廢標(biāo)處理。
The display panel candemonstrate all plan, elevation, section view, renderings, analysis diagram andrelevant design descriptions that can fully express the creative intent of thedesign. The drawings must not include any competitor’s information, or else itwill be annulled.
10、評(píng)審方式 Evaluation
各機(jī)構(gòu)提交正式設(shè)計(jì)成果后，承辦單位組織專家評(píng)審團(tuán)對(duì)有效的正式成果進(jìn)行評(píng)審。
Undertaking unit will organize expert team to evaluatethose valid deliverables.
10.1競(jìng)賽評(píng)委：本次競(jìng)賽活動(dòng)邀請(qǐng)8位國(guó)內(nèi)外建筑設(shè)計(jì)業(yè)內(nèi)著名的專家評(píng)委，國(guó)內(nèi)評(píng)委包括何鏡堂院士、江歡成院士、崔愷院士、孟建民院士及香港著名建筑師嚴(yán)迅奇，國(guó)際評(píng)委包括AS+GG事務(wù)所Adrian Smith，Steven Holl事務(wù)所合伙人Roberto Bannura，羅杰斯史達(dá)克哈伯建筑事務(wù)所合伙人Benjamin Warner。
專家評(píng)委將在認(rèn)真研究每個(gè)方案及充分討論比較的基礎(chǔ)上，以記名投票方式進(jìn)行評(píng)審。
This competition will invite eight internationally renownedarchitects who will conscientiously evaluate everydesign and give open votebased on the full discussion .
10.2 獎(jiǎng)金及其他回報(bào) Prize and Others
本次設(shè)計(jì)為公開競(jìng)賽，競(jìng)賽設(shè)置專業(yè)組和學(xué)生組。
專業(yè)組：1等獎(jiǎng)1名，50萬(wàn)元人民幣；2等獎(jiǎng)2名，20萬(wàn)元人民幣/名；3等獎(jiǎng)3名，10萬(wàn)元人民幣/名。
學(xué)生組：優(yōu)秀獎(jiǎng)2名，8萬(wàn)/名；入圍獎(jiǎng)4名，2萬(wàn)/名，（所有獎(jiǎng)金均為稅前）。
獲獎(jiǎng)的專業(yè)團(tuán)隊(duì)可以成為森林城市項(xiàng)目戰(zhàn)略合作伙伴，有機(jī)會(huì)參與地標(biāo)或后續(xù)項(xiàng)目的設(shè)計(jì)工作；獲獎(jiǎng)的學(xué)生則有機(jī)會(huì)去碧桂園實(shí)習(xí)或者獲得參與森林城市工作的機(jī)會(huì)。
This competition will select 1 winner of firstprize, 2 winners of second prize, 3 winners of third prize from professional candidates, 2 winners of excellent prize and 4 winners of candidate prize from students.
This internationally open competition will award 500,000 yuan to firstprize winners, 200,000 yuan to second prize winners, 100,000 yuan to thirdprize winners in professional team； 80,000 yuan to excellent prize winners and20,000 yuan to candidate prize winners in students team. (It’s noted that allbonus is pre-tax)。
Winners will have theopportunity to establish strategic partnership with Forest City project in ways of participating follow-updesign works； the winners of students get the opportunity to practicein theCountry Garden or get the opportunity to work in Forest City .
11、版權(quán)問(wèn)題及法律 Copyright & Legal Issues
11.1所有參加本競(jìng)賽活動(dòng)的設(shè)計(jì)成果，署名權(quán)歸設(shè)計(jì)團(tuán)隊(duì)所有，但所有參賽設(shè)計(jì)成果在評(píng)審后不退回設(shè)計(jì)機(jī)構(gòu)，主辦單位和承辦單位有權(quán)對(duì)提交的所有成果中的合理要素進(jìn)行使用。
All deliverables will be claimed by the design team in authorshiprights and won’t be returned after evaluation. Moreover, the organizing andundertaking units will reserve rights to borrow any reasonable elements of thedeliverables.
11.2本次競(jìng)賽活動(dòng)的設(shè)計(jì)費(fèi)用，包含主辦單位一次性買斷設(shè)計(jì)成果版權(quán)（知識(shí)產(chǎn)權(quán)）的費(fèi)用。
The design fees incurred for this competition has covered the cost for the buyout of deliverables (intellectual property) by organizer.
11.3主辦單位和承辦單位有權(quán)無(wú)償使用所有成果，包括在評(píng)審結(jié)束后公布評(píng)審成果，并通過(guò)傳媒、專業(yè)雜志、專業(yè)書刊或其他形式介紹、展示及評(píng)價(jià)設(shè)計(jì)成果。
Organizer and undertaker is entitled to use all deliverables for free,including publicizing the competition results, introducing, demonstrating orevaluating the design works via media, magazine, books, periodicals or othermediums.
11.4設(shè)計(jì)機(jī)構(gòu)應(yīng)保證設(shè)計(jì)成果均為原創(chuàng)，不得包含任何侵犯第三者知識(shí)產(chǎn)權(quán)的資料，如發(fā)生侵權(quán)行為，由設(shè)計(jì)侵權(quán)的設(shè)計(jì)方自行承擔(dān)一切法律后果，并取消其參與本次競(jìng)賽活動(dòng)的資格。
All design works should be original without any infringement of thirdparty’s intellectual property, and the design party shall be liable to take alllegal consequences and be disqualified from this competition in any occasion ofinfringement.

本次競(jìng)賽活動(dòng)采用中英文格式。
This competition will be in both Chinese and English in all manners.
主辦單位的日程安排時(shí)間均以北京時(shí)間為準(zhǔn)。
The competition schedule developed by organizer will be in Beijingtime.
獲獎(jiǎng)團(tuán)隊(duì)前往頒獎(jiǎng)典禮的差旅費(fèi)用由獲獎(jiǎng)團(tuán)隊(duì)自行承擔(dān)。
Winners will bearthe travel expenses by themselves to the award ceremony.
