一、 項(xiàng)目說(shuō)明
1.1 項(xiàng)目名稱：深圳建行大廈方案調(diào)整設(shè)計(jì)。
1.2 主辦方：中國(guó)建設(shè)銀行股份有限公司深圳市分行
（代建方：卓越置業(yè)集團(tuán)有限公司）。
1.3 項(xiàng)目概況
本項(xiàng)目位于深圳市福田中心區(qū)，用地東側(cè)為民田路，北側(cè)為福中三路，西側(cè)為鵬程一路。建筑用地面積7095.58㎡，容積率11.39, 規(guī)定容積率為10.87，總建筑面積約108040㎡，計(jì)容積率建筑面積為77100㎡。建筑高度216m，地上46層，地下5層。主要功能為辦公，輔以客戶服務(wù)、會(huì)議、員工食堂等配套以及設(shè)備用房、地下車庫(kù)。目前上一輪中標(biāo)方案單位的方案設(shè)計(jì)及施工圖已完成，因主辦方調(diào)整方案，現(xiàn)重新進(jìn)行方案設(shè)計(jì)競(jìng)賽。項(xiàng)目已在建設(shè)中，處于地下室施工階段。
1.4 設(shè)計(jì)合理使用年限
不少于法律、法規(guī)規(guī)定的期限。
1.5 競(jìng)賽范圍：
本次競(jìng)賽將確定深圳建行大廈的建筑設(shè)計(jì)方案，達(dá)到設(shè)計(jì)任務(wù)書要求。優(yōu)勝單位將在原有地下室的基礎(chǔ)上負(fù)責(zé)完成項(xiàng)目的建筑方案設(shè)計(jì)、后續(xù)設(shè)計(jì)及其它需要配合的工作等。
一、 Project Introduction
1.1 Project Name:Schematic Adjust Design of Shenzhen CCB Building

Construction: Excellence Group co., LTD
1.3 Background Review:
The project is located inShenzhenFutianCBD,Mintian Road is on the east,FuzhongSan Road is on the North and PengchengYi Road is on the west. Site Area:7095.58㎡，F(xiàn)AR:11.39，Provisions FAR:10.87，CFA：108040㎡，GFA:77100㎡.Building height: 216m,46 layers of Groudand4 layers of Underground.Main function for the office, customer service, meeting, staff canteen and other supporting and equipment room, underground garage.Atpresent,CDand WD have been completed by the last round ofthe bidding scheme Unit,now back to the project design competition because of the client adjusting scheme.The project is under construction, has been in the basement construction stage.
1.4 Design working life:
No less than the time limit stipulated by the laws and regulations.
1.5 Competition Contents:
The competition is for the conceptual design proposal of the Shenzhen CCB Building. The successful bidder shall complete related design workwhich includes but not limited to schematic designand other follow-up work on the basis of the existing basement.
二、 競(jìng)賽規(guī)則
本次競(jìng)賽工作分為兩個(gè)階段進(jìn)行：第一階段為公開報(bào)名及資格預(yù)審階段；第二階段為設(shè)計(jì)競(jìng)賽階段。
2.1 第一階段—報(bào)名及資格預(yù)審
2.1.1 競(jìng)賽方式及報(bào)名條件
1） 本次競(jìng)賽采用全球公開報(bào)名的方式，允許聯(lián)合體報(bào)名，不接受個(gè)人及個(gè)人組合的報(bào)名。
2） 報(bào)名單位沒(méi)有處于被本地建設(shè)行政主管部門取消競(jìng)賽資格的處罰期內(nèi)；
報(bào)名單位參加競(jìng)賽的意思表達(dá)清楚，報(bào)名單位代表被授權(quán)有效，報(bào)名單位與主辦方過(guò)去3年內(nèi)無(wú)合同履約糾紛。
3） 報(bào)名單位業(yè)績(jī)要求（需要）：
自2010年1月1日至今（以合同簽訂日期為準(zhǔn)）承擔(dān)過(guò)類似業(yè)績(jī)至少2個(gè)
4）報(bào)名單位根據(jù)競(jìng)賽文件要求提供資格預(yù)審材料。投標(biāo)申請(qǐng)人如為聯(lián)合體，成員單位需分別提供上述資料、加蓋單位公章或簽字，并需提供聯(lián)合體協(xié)議書。聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)單位組成聯(lián)合體參加此次投標(biāo)。如以聯(lián)合體形式獲得設(shè)計(jì)合同，聯(lián)合體各方應(yīng)簽訂《聯(lián)合設(shè)計(jì)聲明》，指定設(shè)計(jì)牽頭人，明確各方工作權(quán)責(zé)和內(nèi)容。
2.1.2 資格預(yù)審
資格預(yù)審委員會(huì)專家由規(guī)劃部門從專家?guī)熘谐槿。Y格預(yù)審委員會(huì)對(duì)報(bào)名單位的公司資格、業(yè)績(jī)、擬投入項(xiàng)目的團(tuán)隊(duì)等資料進(jìn)行評(píng)審，評(píng)選出5家入圍的設(shè)計(jì)單位進(jìn)入第二階段的設(shè)計(jì)競(jìng)賽階段，同時(shí)選出2家備選設(shè)計(jì)單位。如入圍的參賽單位退出，則由備選設(shè)計(jì)單位依序替補(bǔ)。未被邀請(qǐng)的設(shè)計(jì)單位或聯(lián)合體將不被允許參加本次競(jìng)賽。
2.1.3 5 家入圍參賽單位應(yīng)按時(shí)提交《參賽確認(rèn)函》及《保密承諾函》（見附件）
2.2 第二階段－設(shè)計(jì)競(jìng)賽階段
2.2.1 5家入圍參賽單位提交符合設(shè)計(jì)任務(wù)書要求的成果文件，由方案評(píng)審委員會(huì)采用記名投票法進(jìn)行評(píng)審，選出第一、第二名。
2.2.2 主辦方與方案評(píng)審委員會(huì)推薦的前二名單位進(jìn)行商務(wù)談判，確定一名優(yōu)勝單位。優(yōu)勝單位將獲得本項(xiàng)目的設(shè)計(jì)合同。
2.2.3每家參賽單位只允許提交一件設(shè)計(jì)成果。
二、 Competition Rules
The competition will be taken in 2 stages.：The 1st Stage for open application,and qualification review.The 2nd Stage for schematic design.
2.1 The 1st Stage -for open application and qualification review
2.1.1 Competition Mode and Application Conditions
1)The competition will be open to the world andallowing application of joint group. No individual application or individual combination is accepted.
2)Registration unit is not in the local construction administrative departments to cancel contest qualification penalty term；
Registration unit to express clearly the meaning of competition, application unit representatives authorized to effective, registration unit and organizers no contract dispute over the performance over the past three years.
3)Performance requirements of Registration unit(Need)
Have assumed two similar performanceat least since January 1, 2010 (shall prevail the date of signing of the contract)
4)All the applicants shall submit relevant registration material according to the requirements of the Competition File.For the joint groups, they shall sign the Joint Participation Agreement and submit it to the client together with the other sign-up documents.Member in any design consortium CAN NOT participate the tender independently or be any other consortium’s member. If a design consortium wins the contract, members should sign a Joint Design Declaration, which includes the contents of who the lead architect is, how the work scope, responsibilities and fees are divided and assigned for each member. The declaration will form part of the contract.
2.1.2 Qualification review
Qualification review isoganized by the related governmental department and 7 applicants will be selected by the jury based on their achievements, qualifications, company size, team member list, and the composition of the joint group.In the qualification review, 5 invited jointteams will be selected as well as 2 alternative jointteams. If any invited team quit, the alternative oneswill join in order. Uninvited companies or joint teamscan’t participate in the competition.
2.1.3 The 5 invited applicantsneed to submit the Participation Confirmation and Confidentiality Undertakingto the client.
2.2 The 2nd Stage -Schematic Design
2.2.1 The 5 invited participants shall submit the schematic design proposals in accordance with the requirements of the Competition File. And the jury will review on all the proposals equally according to the requirements of the Competition File and select 2 candidates ranked in order.
2.2.2 The clients will choose the winner after negotiate with the top 2 on thebid quotation. The successful bidder will get thecommission of the project.
2.2.3 Each design team is allowed to submit onlyone scheme.
三、資格預(yù)審文件
3.1 資格預(yù)審文件的組成：
1）報(bào)名表（詳見附件 1）；
2）有效的營(yíng)業(yè)執(zhí)照（或商業(yè)登記證明）復(fù)印件；
3) 報(bào)名單位、主創(chuàng)設(shè)計(jì)師近六年類似項(xiàng)目證明文件（類似項(xiàng)目不低于2個(gè)），
4）本項(xiàng)目主創(chuàng)設(shè)計(jì)師及設(shè)計(jì)團(tuán)隊(duì)情況介紹，需提供：主創(chuàng)設(shè)計(jì)師及設(shè)計(jì)團(tuán)隊(duì)人員簡(jiǎn)介、個(gè)人職業(yè)資歷證明文件；
5）聯(lián)合體協(xié)議（格式見附件）
☆以上所有資料均需加蓋單位公章或簽字。
3.2 資格預(yù)審文件的編制
1)以上的內(nèi)容裝訂成冊(cè)，并列目彔。文本A4尺寸，加蓋公章，提交2份；
2) 以上文件的電子文檔分別拷貝一份電子光盤 。
3）提交的文件應(yīng)遵循環(huán)保原則，避免過(guò)度包裝。
4）所提交的資格預(yù)審文件應(yīng)密封包裝在密封袋中，密封袋應(yīng)加蓋報(bào)名單位公章。
報(bào)名單位須將上述要求的資料于2016 年 7 月24日17:00 點(diǎn)前送往深圳市福田區(qū)益田路6003號(hào)榮超商務(wù)中心A座38樓3811室。

三、Pre-qualificationDocuments：
3.1 The composition of pre-qualification documents
1)Sign-up Form (see Annex 1)
2)Photo copy of Business License
3)Related achievement and official reference of the company and the principal architect(Two similar performanceat least in the past six years)
4)Introduction of the principal architect and the team member. Need provide:Brief introduction of the principal architect and the team member,personal professional qualifications certificate.
3.2 Prepare pre-qualification documents
1) The registration materials shall be printed to 2 paper documents with stamp on it ,A3 format .
2) The registration materials shall be in 1 CD.
3)Submit documents should follow the principle of environmental protection, avoid excessive packaging.
4)Submit documents should be sealed in a sealed bag, bag should build official seal of registration unit.
The applicants must send all submit documents to the 38th floor, room 3811, block A Rongchao business centre,NO 6003 YitianRoad,Futian District ,Shenzhen before17:00 of 24 July 2016.

☆ All dates and time listed are Beijing time，The client reserve the right to adjust the schedule.
五、設(shè)計(jì)費(fèi)及設(shè)計(jì)補(bǔ)償費(fèi)
5.1本項(xiàng)目設(shè)計(jì)費(fèi)不高于500萬(wàn)人民幣。設(shè)計(jì)工作包括建筑方案設(shè)計(jì)等內(nèi)容；需達(dá)到規(guī)劃報(bào)批深度。
52 本次競(jìng)賽優(yōu)勝單位將獲得設(shè)計(jì)合同。其他4家入圍參賽單位將分別獲得設(shè)計(jì)補(bǔ)償費(fèi)，若第一名中標(biāo)，第二名設(shè)計(jì)補(bǔ)償費(fèi)為40萬(wàn)元人民幣，第三、四、五名均為25萬(wàn)元人民幣。若第二名中標(biāo)，第一名設(shè)計(jì)補(bǔ)償費(fèi)為80萬(wàn)元，由主辦單位支付，第三、四、五名均為25萬(wàn)元人民幣，設(shè)計(jì)補(bǔ)償費(fèi)為稅前費(fèi)用，參賽單位應(yīng)提供中國(guó)境內(nèi)的完稅發(fā)票。設(shè)計(jì)補(bǔ)償費(fèi)用在最終競(jìng)賽結(jié)果公示結(jié)束后開始辦理支付手續(xù)。
5.3參賽單位參加競(jìng)賽的所有費(fèi)用均自行承擔(dān)。
五、Bonus and Related Fees
5.1This project design is not higher than 5 million yuan. Design work including the CD, etc； To achieve depth planning approval.
5.2 The successful bidder will get thecommission of the project.the other applicants will get the compensation fee.If the NO.1 win,the NO.2 will get RMB400,000 as bonusfee,and applicant NO.3 to NO.5 will get 250,000 as compensation fee.If the NO.2 win,the NO.1 will get RMB800,000 as bonus fee,and applicant NO.3 to NO.5 will get 250,000 as compensation fee.Theclientpaid all the fees.Compensationfeeincludestax,and the competitors who get the compensation fee shall provide Chinese tax invoice before the payment.Bonus and compensations will be paid afterthe result announcement being issued.
5.3All participants shall bear all the expense..
