一、競賽名稱
I. Competition Name
廣州灣區(qū)中央法務(wù)區(qū)中心區(qū)（白云）三期城市設(shè)計競賽（以下簡稱“競賽”）
Urban Design Competition for Phase III of Baiyun Central District of the Greater Bay Area Guangzhou Central Legal Services District(hereinafter referred to as the “Competition”）
二、項目背景
Ⅱ. Project Background
為深入學(xué)習(xí)貫徹習(xí)近平法治思想和中央全面依法治國工作會議精神，全面落實區(qū)委、區(qū)政府關(guān)于建設(shè)廣州灣區(qū)中央法務(wù)區(qū)中心區(qū)（白云）（以下簡稱“法務(wù)區(qū)”）三期的工作要求，狠抓產(chǎn)業(yè)園區(qū)建設(shè)、招商引資等重點工作，指導(dǎo)片區(qū)高標(biāo)準(zhǔn)規(guī)劃建設(shè)，推動各項任務(wù)落地落細(xì)，白云區(qū)擬圍繞法務(wù)區(qū)三期及周邊地區(qū)開展城市設(shè)計競賽工作。
To thoroughly study and implement the Xi Jinping Thought on the Rule of Law and the spirit of the central conference on work related to overall law-based governance, fully implement the work requirements set out by the district party committee and the district government for the development of Phase III of Baiyun Central District of the Greater Bay Area Guangzhou Central Legal Services District (hereinafter referred to as the “Legal Services District”）, vigorously advance key tasks such as industrial park construction and investment promotion, guide the high-standard planning and development of the district, and ensure the detailed implementation of all tasks, Baiyun District plans to launch an urban design competition covering Phase III of the Legal Services District and its surrounding areas.
法務(wù)區(qū)三期位于白云新城與望崗新城兩大重點片區(qū)的銜接區(qū)域，華南快速路及白云大道的交匯點，作為鏈接國際、面向全國、展示粵港澳大灣區(qū)法律服務(wù)高地的核心載體，門戶形象意義重大。本次競賽通過征集具有前瞻性和創(chuàng)新性的設(shè)計理念和設(shè)計方案，對法務(wù)區(qū)三期進(jìn)行整體性謀劃、高品質(zhì)設(shè)計，推動精準(zhǔn)招商落地，引領(lǐng)法務(wù)區(qū)高質(zhì)量發(fā)展。
Located at the intersection of the South China Expressway and Baiyun Avenue, Phase III of the Legal Services District lies at the interface between two key development areas, Baiyun New Town and Wanggang New Town. As a central hub that connects to the international community, serves the national stage, and exemplifies the premier legal services landscape of the Guangdong-Hong Kong-Macao Greater Bay Area, this site carries significant weight as a gateway landmark. This competition seeks to gather forward-looking and innovative design concepts and proposals, aiming to deliver comprehensive planning and high-quality design for Phase III of the Legal Services District and facilitate targeted investment attraction, thereby driving the high-quality development of the Legal Services District.
本次競賽由廣州市規(guī)劃和自然資源局白云區(qū)分局、廣州白云產(chǎn)業(yè)投資集團(tuán)有限公司聯(lián)合主辦，廣州白云產(chǎn)權(quán)經(jīng)紀(jì)有限公司為競賽組織代理服務(wù)單位。
This competition is co-hosted by Baiyun District Branch of Guangzhou Municipal Planning and Natural Resources Bureau and Guangzhou Baiyun Industrial Investment Group Co., Ltd., and is undertaken by the competition organization agency service unit, Guangzhou Baiyun Property Rights Broker Co., Ltd.
三、競賽范圍和內(nèi)容
III. Competition Scope and Content
本次城市設(shè)計競賽任務(wù)內(nèi)容包含規(guī)劃研究、詳細(xì)設(shè)計兩部分，具體范圍及任務(wù)內(nèi)容如下：
The task content of this urban design competition consists of two parts: planning research and detailed design. The specific areas and content are as follows:
（一）規(guī)劃研究
i. Planning research
1.范圍：面積約72公頃，北至嶺云路、西至聯(lián)邊彭上德興路、南至華南快速路、東至白云大道。（注：可結(jié)合實際情況適當(dāng)擴(kuò)大研究范圍。）
1. Scope: The planning research area covers 72 hectares, bounded by Lingyun Road to the north, Lianbian-Pengshang Dexing Road to the west, South China Expressway to the south, and Baiyun Avenue to the east. (Note: The research scope may be appropriately expanded according to actual conditions.)
2.任務(wù)內(nèi)容：方案須達(dá)到概念性城市設(shè)計深度，作為后續(xù)規(guī)劃和建設(shè)管理的指導(dǎo)依據(jù)。從區(qū)域角度出發(fā)，對范圍內(nèi)規(guī)劃結(jié)構(gòu)、產(chǎn)業(yè)功能、用地布局等進(jìn)行系統(tǒng)研究，明確各片區(qū)功能指引及城市設(shè)計通則，提出整體功能定位、空間規(guī)劃方案、產(chǎn)業(yè)功能規(guī)劃、活動策劃和招商運(yùn)營方案，推動法律服務(wù)集聚與高能級商務(wù)區(qū)產(chǎn)業(yè)共融。
2. Content: The proposal shall be developed to a conceptual urban design level of detail and serve as the guiding basis for subsequent planning, construction and management. From a regional perspective, a systematic study shall be conducted on the planning structure, industrial functions and land use layout within the scope. This proposal shall clarify the functional guidelines for each area and the general urban design principles, and put forward the overall functional positioning, spatial planning scheme, industrial function planning, event planning, and investment promotion and operation solutions to foster the integrated development of legal services clustering and a high-caliber business district.
（二）詳細(xì)設(shè)計
ii. Detailed design
1.范圍：面積約23公頃，東至白云大道、南至華南快速路、西至廣州灣區(qū)法治廣場（規(guī)劃）、北至嶺云路。
1. Scope: The detailed design area covers 23 hectares. It is bounded by Baiyun Avenue to the east, South China Expressway to the south, the proposed Guangzhou Central Legal Services District Rule of Law Square to the west, and Lingyun Road to the north.
2.任務(wù)內(nèi)容：方案須達(dá)到建筑概念方案設(shè)計深度。把控整體空間形態(tài)、建筑組群風(fēng)貌、天際線、第五立面、公共空間體系等要素，形成城市設(shè)計管控導(dǎo)則，提出建筑總平面布局、建筑功能細(xì)化、建筑設(shè)計、場地景觀詳細(xì)設(shè)計和交通方案設(shè)計指引，深化重要節(jié)點地標(biāo)建筑方案設(shè)計，打造成為功能復(fù)合、產(chǎn)城融合、宜居宜業(yè)的新型產(chǎn)業(yè)社區(qū)。
2.Content: The design proposal shall be developed to an architectural conceptual design level of detail. It shall address key elements, including the overall spatial form, architectural cluster style, skyline, fifth facade and public space system, and formulate urban design control guidelines. It shall provide guidelines for the general layout of buildings, detailed division of architectural functions, architectural design, detailed site landscape design and traffic schemes. Furthermore, it shall further refine the conceptual design of landmark buildings at key nodes, and build a new industrial community featuring compound functions, industry-city integration, and a livable and workable environment.

四、競賽報名方式
IV. Competition Registration
（一）申請人資格要求
i. Qualification requirements for applicants
1.接受聯(lián)合體報名參賽，以聯(lián)合體形式申請的，聯(lián)合體中至少有一家成員具備下述第4點的資質(zhì)條件。鼓勵由境內(nèi)、境外規(guī)劃設(shè)計團(tuán)隊及相關(guān)專項技術(shù)團(tuán)隊共同組成聯(lián)合體參加，聯(lián)合體單位不超過三家，其中至少一家應(yīng)為境內(nèi)單位。申請人須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂聯(lián)合體協(xié)議后，不得再以自己名義單獨(dú)申請，也不得組成新的聯(lián)合體或參與其他聯(lián)合體，否則資格無效。
1. Consortium applications are accepted. For applications submitted by a consortium, at least one member shall possess the qualification specified in Item 4 below. A consortium comprised of domestic and overseas planning and design teams as well as relevant professional technical teams is encouraged to be formed. A consortium shall consist of no more than three parties, among which at least one shall be a domestic entity. Applicants shall submit a consortium agreement that clearly specifies the leading party of the consortium. After signing the consortium agreement, each member shall not apply independently in its own name, nor form a new consortium or join any other consortium； otherwise, it shall be disqualified from the competition.
2.申請人（若為聯(lián)合體，指聯(lián)合體各方，下同）是合法注冊的獨(dú)立法人或合伙制企業(yè)或其他組織，須提供有效的營業(yè)執(zhí)照或注冊登記證明。
2. The applicant (in case of a consortium, referring to all members of the consortium hereinafter) shall be a legally registered independent legal person, partnership, or other organization, and shall provide a valid business license or registration certificate.
3.申請人負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得同時以多個申請人名義參加。
3. Different entities with the same legal representative, or entities under mutual shareholding or management affiliation, shall not participate simultaneously as separate applicants.
4.申請人須具備由中華人民共和國自然資源部頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級資質(zhì)，或住房和城鄉(xiāng)建設(shè)部核準(zhǔn)的建筑行業(yè)（建筑工程）甲級資質(zhì)（或工程設(shè)計綜合甲級資質(zhì)，或工程設(shè)計（建筑行業(yè)）甲級資質(zhì)）證書。
4. The applicant shall hold one of the following valid qualifications: Class A Qualification for Urban and Rural Planning issued by the Ministry of Natural Resources of the People’s Republic of China； or Class A Qualification in the Construction Industry (Architectural Engineering) approved by the Ministry of Housing and Urban-Rural Development(or Comprehensive Class A Engineering Design Qualification； or Class A Engineering Design Qualification (Construction Industry)).
5.申請人須具有中央商務(wù)區(qū)、專業(yè)園區(qū)、城市重點片區(qū)、產(chǎn)業(yè)型綜合片區(qū)等范圍之一的城市設(shè)計、建筑地標(biāo)設(shè)計和產(chǎn)業(yè)招商咨詢策劃的相關(guān)業(yè)績。
5. The applicant shall have proven track records in urban design, landmark architectural design, and industrial investment invitation consulting and planning for projects such as central business districts, professional industrial parks, key urban areas, and comprehensive industrial zones.
6.申請人在《資格預(yù)審申請文件》中所列出的領(lǐng)銜設(shè)計師須親自開展本項目的設(shè)計工作，且親自出席進(jìn)行成果方案匯報。請所列出的領(lǐng)銜設(shè)計師根據(jù)競賽時間安排提前預(yù)留時間、做好準(zhǔn)備。如因特殊原因，領(lǐng)銜設(shè)計師確實無法赴現(xiàn)場參會的，須在《參賽單位申請表》及《資格預(yù)審申請文件》中進(jìn)行說明，并承諾將通過視頻或電話會議的方式參會。所述情況將在資格預(yù)審評審時予以綜合考慮。
6. The lead designer specified in the Pre-qualification Application Document shall undertake the design work of this project and attend the scheme presentation in person. The designated lead designer shall reserve time in advance and make preparations in accordance with the competition schedule. If the lead designer is unable to attend the on-site presentation due to special circumstances, relevant explanations shall be stated in the Application Form and the Pre-qualification Application Document, with a commitment to participate via video or teleconference. Such circumstances shall be taken into comprehensive consideration during the pre-qualification review.
7.若申請人為境外機(jī)構(gòu)，須與境內(nèi)的單位組成聯(lián)合體報名參賽。
7. Any overseas institution shall form a consortium with a domestic entity to register and participate in the competition.
注：設(shè)計單位的屬地以其公司總部（或所屬集團(tuán)總部）的企業(yè)工商注冊地址為依據(jù)進(jìn)行確定。
Note: The locality of a design institution shall be determined by the business registration address of its corporate headquarters (or group headquarters).
（二）《資格預(yù)審申請文件（格式文件）》的獲取
ii. How to get the Prequalification Application Documents (format files)
凡有意參加本次競賽的潛在申請人，請于2026年5月25日12:00時至2026年6月14日18：00時，將《參賽單位申請表》《保密承諾函》（附件1-2）簽字并加蓋公章后掃描為PDF，電郵到競賽組織代理服務(wù)單位，以領(lǐng)取《資格預(yù)審申請文件（格式文件）》。接收材料的競賽組織代理服務(wù)單位郵箱地址：gzbycqzb@126.com。
All prospective applicants intending to participate in the competition shall, from 12:00 on May 25, 2026 to 18:00 on June 14, 2026, complete, sign and affix the official seal on the Application Form and the Confidentiality Commitment Letter (Appendix 1-2), scan them into PDF format, and send the PDF files by email to the competition organization agency service unit to obtain the Pre-qualification Application Document (template files). （三）《資格預(yù)審申請文件》的提交
ⅲ.Submission of the Pre-qualification Application Document
1.《資格預(yù)審申請文件》應(yīng)以電子文件和紙質(zhì)文件的形式提交。提交截止時間為2026年6月14日24:00時，提交的時間以電子文件上傳成功的時間為準(zhǔn)。除了在截止時間前成功上傳的《資格預(yù)審申請文件》外，未在截止時間前上傳或以其他形式提交的《資格預(yù)審申請文件》一律不被受理。
1. Pre-qualification Application Document shall be submitted in both electronic and hard copy versions. The submission deadline is 24:00 on June 14, 2026. The submission time shall be subject to the successful upload time of electronic documents. Only documents successfully uploaded before the deadline shall be accepted； any documents not uploaded before the deadline or submitted in other forms shall not be accepted.
2.電子文件包括全套正本《資格預(yù)審申請文件》的PDF掃描件和PPT文件。申請人應(yīng)將電子文件電郵到競賽組織代理服務(wù)單位，接收材料的競賽組織代理服務(wù)單位郵箱地址：gzbycqzb@126.com （以.rar或.zip形式壓縮后上傳，請注意無需加密）。
2. Electronic documents shall include PDF scanned copies and PPT files of the complete set of the original Pre-qualification Application Document. Applicants shall send the electronic files to the designated email of the competition organization agency service unit at gzbycqzb@126.com(to be uploaded in a compressed format of .rar or .zip without encryption).
3.申請人應(yīng)將紙質(zhì)《資格預(yù)審申請文件》7套（正本1套、副本6套），以專人送達(dá)或郵寄形式提交至競賽組織代理服務(wù)單位，即廣州白云產(chǎn)權(quán)經(jīng)紀(jì)有限公司（地址：廣州市白云區(qū)鶴龍街廣云路白云投資大廈6樓），收件人：何小姐，電話：020-86363588。
3. Applicants shall submit 7 sets of hard copy Pre-qualification Application Document (1 original and 6 duplicates) to the competition organization agency service unit, Guangzhou Baiyun Property Rights Broker Co., Ltd., either by hand delivery or post. 4.申請人應(yīng)當(dāng)確保其提交的《資格預(yù)審申請文件》的電子文件和紙質(zhì)文件內(nèi)容一致。當(dāng)《資格預(yù)審申請文件》的電子文件與紙質(zhì)文件內(nèi)容不一致時，以電子文件為準(zhǔn)。
4. Applicants shall ensure the consistency between the electronic and hard copies of the submitted Pre-qualification Application Document. In case of any inconsistency between the two versions, the electronic version shall prevail.
五、入圍方式
V. Selection Method
申請人提交了《資格預(yù)審申請文件》后，資格審查委員會將對申請人進(jìn)行綜合評審和比較，擇優(yōu)評選出5名入圍參賽團(tuán)隊（含聯(lián)合體，下同）和3名候補(bǔ)參賽團(tuán)隊（《資格預(yù)審遴選細(xì)則》詳見附件3）。當(dāng)正式入圍的參賽團(tuán)隊無法參加競賽時，主辦單位可根據(jù)候補(bǔ)參賽團(tuán)隊的排名，依次選擇候補(bǔ)參賽團(tuán)隊增補(bǔ)。主辦單位保留不增補(bǔ)的權(quán)利。
After applicants submit the Pre-qualification Application Document, the Qualification Review Committee will conduct a comprehensive review and comparative evaluation, and select 5 shortlisted teams (including consortia, the same below) and 3 alternate teams based on merit (see Appendix 3 for the Rules for Pre-qualification Review and Selection). If any officially shortlisted team is unable to participate in the competition, the host may select alternate teams in ranking order as replacements. The host reserves the right not to make any supplementation.
六、獎金費(fèi)用
VI. Prizes
（一）獎金設(shè)置
i. Prize setting
經(jīng)過技術(shù)審查及方案評審后，符合要求的設(shè)計方案將獲得如下費(fèi)用：
Upon technical examination and proposal evaluation, qualified design proposals will be awarded prizes as follows:
1.入圍方案成本補(bǔ)償費(fèi)用：按5家計，每家單位（聯(lián)合體）獲得成本補(bǔ)償費(fèi)用50萬元，共計250萬元。
1. Cost compensation for shortlisted proposals: A total of 5 shortlisted teams will be entitled to cost compensation of RMB500,000 per unit/consortium, amounting to a total of RMB2,500,000.
2.優(yōu)勝方案獎金：按3家計，在入圍方案成本補(bǔ)償費(fèi)用基礎(chǔ)上，第一名獲得獎金180萬元，第二名獲得獎金90萬元，第三名獲得獎金50萬元，共計320萬元。
2. Prizes for winning proposals: 3 winning teams will receive additional prizes in addition to the shortlisted cost compensation: the first prize winner will receive RMB1.8 million, the second prize winner will receive RMB900,000, and the third prize winner will receive RMB500,000, totaling RMB3.2 million.
（二）說明
ii. Notes
1.以上費(fèi)用均為人民幣幣種、含稅費(fèi)用。設(shè)計方案經(jīng)評審委員會評定為無效設(shè)計方案的競賽團(tuán)隊，將不能獲得競賽相關(guān)費(fèi)用。
1. All the above fees are stated in Renminbi (RMB) and include all taxes. Any participating team whose design proposal is deemed invalid by the review committee will not be entitled to any competition-related fees.
2.第一名必須參與競賽方案后續(xù)深化工作。
2. The first prize winner shall participate in the follow-up in-depth and optimization of the proposal.
